There are a number of resources that are renewable and thus theoretically infinite, such as snow, wood, charcoal, livestock products and iron (with villagers), but anything only obtainable from mining/digging will eventually run out. Of course you could still trade with villagers for some items.
In Vetronia, a b1.8 world, you'd net on average 1.3m diamonds. In 1.2, a testcase results in about the same amount so diamond rarity doesn't seem to have changed.

To put it simply, no diamonds don't regen. The good news is there are hundreds of thousands of diamonds in Vetronia even now. And there's also secondary worlds.
I dunno, Meat, Isly's been tearing up lately. I'm guessing we've got 8 or 9 diamonds left in this world...
