I know Seraphs Realm is only a temporary world, and I am quite sure the only people who could build outside of the world border are staff ? so im guessing reporting a build outside of the world border is pointless....... :)

 

But.... I found this on Seraphs Realm at :-

Not even staff can build outside the World Border.  However, in the SR, the World Border was not always in the same place, hence why a large portion of the Mesa biome is now inaccessible.  It was adjusted to its current position when we updated to 1.7 last June.

So what you're seeing is a build that existed prior to Arda opening.
