In order to build the harbor shown in the attached picture in the vicinity of -20985, 13235, I request exceptions to rules to alter the coastline along the cyan dots for wharves and to build platforms over water along the brown dots for piers and ships.
Note: there is no waterway from this harbor to Exodus, so none of these ships will be portal ships.
