Something that's always bothered me about this server that I never asked, is what's up with the lack of mobs spawning? Be it hostile or animal, you see far fewer mobs than single player. Even compared to other servers it seems like less. Is this just due to the size of the map and the number of loaded chunks at once?

One thing that I think affects it has to do with the residence plugin. There are a certain number of entities that are allowed in the world at any given time, based off the number of players online. I think that in residenced areas, while mobs are not allowed to spawn permanently, they do actually "spawn" for a split second of time, before the residence mod kills them off. These mobs get counted against the overall entity count for the server, resulting in a reduced number of mobs in the unresidenced areas.
This was a topic of discussion some time ago, and this was the explanation/reason that I recall was accepted as being a potential cause.
This could be completely off base, but it seems plausible enough to me.

If I recall correctly, and I didn't see anything on frell's link to the wiki that said otherwise, each world has it's own spawning.
So realistically, your best bet to get mobs to spawn is to be in the OR or SR, where other players and the significant areas of Res won't hinder the spawning rate.
I know when I go a-hunting, I always do it in the OR or SR. I can almost always find mobs immediately.

That is correct. From the server's point of view it has spawned a mob in an eligible location, but Residence nixes the spawn event. The only effect is that the total spawn count is less than the maximum and the server will attempt to spawn more on the next spawn cycle, some of which again may be inside residences, and so on.
One also needs to consider that mobs don't spawn uniformly across all chunks. Furthermore, there is also the case that mobs spawn underground with none but a few to be seen on the surface. One key thing to do when creating natural mob spawners is to ensure that all other viable spawn points in a 17 x 17 chunk area are eliminated. The most common technique is to light as many caves as possible to increase the chance of mobs spawning in the desire area.
