I've been online for maybe an hour and a half and was in the Outer Realms during the last server restart. The skill levels all seemed like they were normal, but after it they reset to zero. Not sure if my location is relevant, if Mcmmo is being worked on atm, etc.

Viewing through /mctop mining shows people still ranked who were online at the same time as me as unaffected. 

Hope some of this information helps out.

Most likely that mcmmo had a hiccup when the server was forcefully shutdown. I can clearly see that your stats were wiped. I've pulled your old stats from the Saturday morning database backup and added them to your existing stats.
