I already spoke with Emulated, who was quite helpful and willing to assist right away, but I wanted to post on here about it in case someone else ran across this issue... I was basically wandering straight west and ended up running through a town, just passing through on my way, but a creeper popped next to me while I was there and this town didn't have any Residence protection I guess, so it broke a fence and the nearby chest-- I patched the fence with dirt as fast as I could and collected the items blown from the chest into a new chest right nearby. No harm was intended, and I'm more than willing to pay reparations or whatever if need be! Thanks!

There's really nothing you can do about something like that. I've had it happen at least once, as well, while wandering... except in my case I was just standing there when all of a sudden I heard "ssssssss *BOOM*". I turn around and there's a big hole behind me where a cliff and ladder used to be. I had a mod TP over to inspect the damage and repaired it as best as I could, but really, there's just not much you can do in a case like this.

You did probably the best thing you could do to be honest (repair the damage as best you can, save what you see on the ground and let a mod know). There's no fault on you here...

If I was a non-mod, Id just put the stuff in the chest and leave a sign.  On the sign I normally apologize, explain what happened, and what my ign is so they can contact me in game to get it fixed up.  Regarding the matter at hand, do you know the coords in which it happened?

I'm well beyond the area now but it was a small town-like place with a huge windmill and giant field of wheat up in the northwest corner.

That's just what happens when someone doesn't res their homestead. It happens more than you'd think. You're beyond courteous for even bringing it up, but as long as you're not trying to use creepers to grief, you're not liable for damage.
