So i keep getting randomly booted or disconnected, I'll get this message Java.net.socketconnectiontimeoutexception read timeout . Is this a problem on my end or...?

The server is being attacked via DDoS. So far as I'm aware action is being taken against the person responsible, however as it takes time we may experience these attacks for a short while.

A denial-of-service attack (DoS attack) or distributed denial-of-service attack (DDoS attack) is an attempt to make a computer or network resource unavailable to its intended users. Although the means to carry out, motives for, and targets of a DoS attack may vary, it generally consists of the concerted efforts of a person, or multiple people to prevent an Internet site or service from functioning efficiently or at all, temporarily or indefinitely.

One common method of attack involves saturating the target machine with external communications requests, such that it cannot respond to legitimate traffic, or responds so slowly as to be rendered effectively unavailable. Such attacks usually lead to a server overload. In general terms, DoS attacks are implemented by either forcing the targeted computer(s) to reset, or consuming its resources so that it can no longer provide its intended service or obstructing the communication media between the intended users and the victim so that they can no longer communicate adequately.
Denial-of-service attacks are considered violations of the IAB's Internet proper use policy, and also violate the acceptable use policies of virtually all Internet service providers. They also commonly constitute violations of the laws of individual nations.

In the US, there can be a serious federal crime under the Computer Fraud and Abuse Act with penalties that include years of imprisonment.

no, its the entire server being overwhelmed which disconnects everybody.

I have had connection issues for the past 2-3 weeks. I know about the DDoS attacks, but I was having problems before then. The main thing though is that on the website, it says that the server is online and that there are people online. Any advice?

Dynmap often doesn't update when people are disconnected in this manner because the server doesn't technically go offline, its connection just gets slowed down to the point that nobody can connect.
As such, Dynmap shows the people who were online when the crash occurred until the server comes back up.

now i can connect but i can only walk around. mobs can not hit me and i can not break them. i can place and break blocks but after a few seconds it undos again. what do i do?

Aside from Emulated's one-time issues, it appears mostly focused on Toxic having problems, sometimes costing him his stuff.

To be sure, I looked at the log files for that time period. I pinpointed the time when you discussed this issue with Bonzai online. Surprisingly, everything was running as expected. No disk space issues, no DoS (at least on our server).

The only thing I can think of is that something was chewing up your upload bandwidth (e.g. uploading a large file while playing, sending email with a large attachment, etc.). When a block is placed, the client send an update to the server. If the update is never received and the client does not get a confirmation within a certain timeframe, the client will "undo" its changes.

In short, something was preventing your client from sending updates to the server. The server being none the wiser has no knowledge of your actions or movements (also meaning that mobs won't attack). Your client tries to do the best it can until it eventually throws up its hands and issues a connection fail, read time out, or something similar.

The weirdest part is that at one point I saw him at my city, he lost connection, then ended up at Spawn with an empty inventory.
