I get 2-8 seconds of cave systems, water, and lava and its getting really annoying, and this is happening every 10 seconds. I also want to see if this is server side to make sure its not abused.

This is possibly because of your shader pack trying to re-render chunks. Also, check some of the mods you may have installed on your Minecraft, they may interfere with chunk loading.

 

I doubt this could be server-side as rendering is client sided.

That is indeed client side. Perhaps consider removing your resource packs and/or shaders? If not, close out other applications while running Minecraft.

it seems to have been optifine, i have fixed it and it is now back to normal
