I was gonna let Emulated reply, since the shops are his responsibility, but since he signed off, I'll answer as best as I can and he can correct or amend.
AFAIK, no reservations are currently being taken for the new shops. There are still several items that need to take place, from a logistics standpoint. I won't go into those here.
But before any new reservations can be taken, Emulated will transfer the old Merchant Hall's active shops over to the new one. They, being existing shops, will get priority placement in the new Hall. Once all the logistics and moving is done, we should be able to open up the field for new applicants.
Once the new merchant hall opens to the public, it will be on the rental system, so you will not even interact with Emulated, you'd just walk to the plot you want and rent it if available.

There are several options, and whatever staff comes up with an meat and Emulated decide on, it'll be as equitable as possible. But yes, I'm sure we WILL have those answers to you before the shops are opened. You'll need to know what you're signing up for.

Don't worry there are over 80 plots way more than the old hall. We will determine pricing that is affordable and reasonable and there will be plots available. Just be patient and details will follow when it's complete.
Will the shops still be acquired by a one-time payment, or are they switching to a monthly payment?
Like LWK said, the details are yet to be worked out but in short, yes, it will be a weekly payment that will be something reasonable. The purpose is to weed out inactive shops and give incentive for people to maintain them.
