Okay so I know you are not allowed to build on water, but I have two questions regarding this rule.
First, am I allowed to expand landmasses into the ocean? In other words, can I create artificial, but natural looking peninsulas?
Second, am I allowed to build in a marsh? If the water is one deep, can I terraform it to turn it into a field? If not, can I put buildings there with their bottom blocks submerged? I can give exact coordinates where I was planning on doing this if requested.

#1 - So long as the landmass is SOLID and natural-looking yes (in which case it IS natural and not artificial, really). Don't just build a shelf. You are also required to get permission for any project like this, including the coordinates and dynmap location of the project so we can keep an eye on it.
#2 - As far as I know that is alright, but don't start right away in case I'm wrong. But we've certainly seen worse when folks flatten whole biomes and then don't build on them. -_- Just try to leave any actual waterways intact, since other people may want to use portal ships through them.
