First, I would like to say the rules on this server are practical and efficient and the staff is wonderful when it comes to enforcing them.
I’m going to assume the Villager rule was written with the 1.3.1 update and at that time I completely understand the need to make them a public resource. The only way to obtain/access them was through map generated NPC villages. Since 1.4.2 players have been able to make their own from zombie villagers. All the villagers I use have come from two converted zombies (talk about inbreeding…).
I feel this rule has fallen out of date and hope it might be considered for removal.
Several people seem to feel strongly about keeping them publicly accessible and I would like to explain how I see it:
Villagers are now a map wide renewable resource. Anyone can create their own with enough time and effort. To my understanding every other resource in game is handled as private property. Players are responsible for protecting their builds and materials. IE: spawners, farms, animals, homes, everything.
Villagers should be able to be handled in the same manner. If someone is going to spend the time to obtain a resource and selectively breed it (open trades) using their own materials, they should be able to profit from the rewards and protect it.
This scenario draws a parallel to horses, another resource which anyone may obtain with enough time and effort. It is currently a bannable offence to create and take offspring from another player’s horses (or any creatures for that matter) without their permission.
But a player must allow others to have access to their villagers which take just as much, if not more, time and selection to create the desired result (excellent trades).
That’s how I see it. Frankly all I feel about it is that I want to be able to res my dudes so when Joe Schmoe decides to go on a killing spree at 3 in the morning he can’t touch my shit because nothing will be replaced, items are not spawned in and there are no rollbacks.

The village rule's intent is to protect server-generated villages/villagers and guarantee public access. However, it does not apply to privately built villages. If you, as you said, take the time and spend resources to build up your own village, you have every right to protect it as you see fit. However, if you build onto or around a server-generated village, you must continue to allow public access.
Having re-read the rule, I can see how its current wording could be interpreted as extremely restrictive. Thank you for pointing this out. We will reword it accordingly.
