We're not sure what the source of these "bad packet id" errors are that cause everyone to disconnect. While no one official has yet piped in to say what happening, the conjecture among the masses (after filtering through a lot of BS) is that its happening to CraftBukkit and Vanillia Minecraft servers alike. Interestingly, these errors started cropping up after Mojang twiddled with their authentication server. Coincidence?
