It's a very interesting design!  Three things:

1. The length is not an issue.  That standard is only for Exodus ships.  For non-Exodus ships, the only standard is that they be sea-worthy or skyworthy. Which....
2. Prismarine is not.  Neither is Clay.  I know a few of the balloons in Exodus are made of Clay, that was an oversight on my part that has been accepted but won't happen again.  The only acceptable materials for airship balloons and sails are cloth.  Maybe glass.
3. It's not "balloony" enough. It just looks like a Guardian with a basket hanging below.  From a flying position, it will not look like a balloon, but a build of a floating Guardian, which isn't in keeping with the rules.  If you could, please at least elongate the bottom of the balloon.

If you can make those changes and repost a pic, we'll be able to judge.  Thanks, and good luck.

A little detail lost is acceptable for a balloon that could stay in the air.

The elongated bottom is....sufficient.  I was sort of hoping for more than just two blocks.  It still just looks like a "floating Guardian" to me and not a "Guardian hot air balloon," which is a slippery slope when we're approving something that will be flying.

But so long as it's built like this....it'll be alright.
