I'm not entirely sure what you mean.
Personally I think that fundraisers and donation campaigns are a wonderful way for people to create positive change in the world. If I have the method but not the means to do something great, I would petition those who could to fund it.
One of the largest examples I've ever heard of would be Kickstarter. Kickstarter is a funding platform for creative projects.
Now, if on the other hand you're talking more about something like welfare, then again I disagree. I live in Canada, and we have a comprehensive welfare system that ensures no matter who you are you have access to basic human rights like food and shelter. It fills the gap between jobs when people fall on hard times.
Just my two shillings.

considering that my soecial needs sister gets evrything she needs through funds that she hasnt really earned, no i find it just fine. as long as there is a legit reason for it.

still, Stalin was a mean guy who, in some respects, was worse than Hitler. but really, Stalin invented Stalinism, which is another "government controls everything" kind of communism
