I made this in my world i would just like to know if it is an acceptable design. It would got in the 11x19x31 slots. It is powered by the fan-ish thing in the back

Plus, the propeller being on the balloon really doesn't make any sense.  The propeller needs an engine behind it, and if the prop was on the balloon, that means the engine would be inside the balloon, which is just silly.Kiss

Since you're making modifications - you should make the balloon larger. See, in most cases of a blimp the balloon is much larger than the carriage because of physics. I get that it isn't a contributing factor here on Minecraft but we like our builds to make sense for the most part.
