I was going to wait 2 weeks to post this, but I got all giddy thinking about it, so I'll post now.
What is Freya?
History:
Freya is named after Queen Freya - Heir to the Vetra throne.
Vetronia was suffering from a severe drought. Wheat would not grow, watermelon was hard to come by, zombie meat was poisoness. Cattle and pigs were difficult to raise because of this, also leading to an unreliable food source. Vetra's fish population dropped to alarmingly low numbers. Queen Freya took it upon herself to find another source of food. She sent out a ship, the Alexandra, to locate a place in the world that is not suffering from droughts. After 3 months of looking, they finally found something. A large island, suitable for a colony and a fish population that could feed the world 100 fold.
After being established for 20 years - Freya, as is what the Colony was now named, is flourishing. At one point, Freya was the richest city in the world! Not only was the fish used for food, but also for oil. Back then they did not have Glowstone as they do now, so fish oil was used to light the world.
Through the years, Freya has seen its up sides and down sides but its main focus is still the fishing community.
Intention:
Because of Freya's rich fishing roots, anyone listed in the top 10 for McMMO's fishing stat will be given a free home in Freya as a reward for their hard efforts. If someone passes you and you're not on the top 10 list, your home stays. The only way to lose your rights is if you get banned or voluntarily leave.
Building concepts:
Boardwalk - Plots will be placed off of the board walk.
Clock tower - Freya's landmark. It stands at over 80 blocks tall. It is used as the town hall.
Fishing guild - represents players who are members of the Freya community.
Hamlet - For people who don't want to eat fish every day.
Seamen's Bethel (chapel) - A chapel dedicated to those who perished at sea. Also has a cemetery for those who spent their life at sea.
Visitor's Center - A place to gather basic knowledge of Freya
Fish House - Where ships deliver their daily catch for it to be processed. Also consists of a restaurant.
School House - 2 small classrooms make up this school house for the small population here that needs to be educated.
Planning Board - A building dedicated to the improvement of Freya as well as a heads up of any future projects.
Town Hall - Where important things happen. Voting, town meetings, financial offices, etc.
Yacht Pier - Where yachts dock their boats.
Fishing Pier - An approved area of Freya for coastal fishing.
Lighthouse - Lighthouse is located off the coast behind Seamen's Bethel. The lighthouse is approximately halfway between Navarro and Freya in the middle of the way to give proximity to boats in the region.
Location:
Freya can be found in the image below, towards the bottom. Also note that the area to the east of Freya is already called Alexandra - for a possible future project after Freya is complete.
Personal take on Freya:
The Freya concept comes from a couple of places.
First I'll go through why I named it. Some people ask me, why Freya? I was actually jamming out to some music in my car one day and the band "Freya" was playing and that name stuck to me. A little back story: I always loved the character Freya in FFIX and decided to look for related stuff surrounding the name "Freya" and thus I found the band Freya. Freya is the Goddess of love, beauty, fertility, gold, war, and death (according to Wikipedia). Yes, those qualities don't represent "woman of the sea" or "fish lady", but keep in mind that Freya is named after "Queen Freya" who could have very had those traits.
Second I'll answer why a fishing village? Well I live nearby New Bedford, Massachusetts who follows a similar story to that of Freya. New Bedford was once a whaling port - once the richest city in the world. They used oil from whale to light up the whole world until electricity came into the picture. Since then New Bedford has evolved into a fishing port, becoming the number one fishing port in the United States.
And lastly I'll state my design concept. Over a year ago I created a steampunk port called "Vauxhall". Vauxhall had an incredible port with a great clock tower. This was before Anvil came out and the clock tower was disproportionate. My building style has evolved since then, which is the reasoning for creating a new clock tower for Freya. The Hamlet I have in concept was made just before I joined VeteranCraft. The reason I wanted to include a hamlet is to round out Freya. Freya itself is a pretty large island and I wanted to add another dimension to make Freya feel complete.
Any input would be greatly appreciated. The goal for ground breaking is 2 weeks from now with the clock tower being the first structure to be erected.

So Freya isn't going too too bad at all, I've been switching things up to keep my sanity (from mining to enchanting to working on my mansion and even playing some tekkit to keep mind busy). As of right now I'm stuck as to what to build next, but this is something I can answer out on my own as I already have a set list, its just picking and choosing. The question that I do have for everyone is do you want the homes to be pre-built or to you build it yourself. If its pre-built, it would most likely be a mansion. The styles of the mansion would vary, with each mansion having a story behind it. The mansion concept came from Newport, RI and their storied mansions there. Now Minecraft servers are primarily used as a community effort, rather than an individual imo, so that's why I'm not ruling out the fact of you possibly building your own home in Freya.
Please reply with any suggestions regarding this matter or anything else regarding Freya.
Additional news: as you may know, the west line is being constructed and will be going down to Freya. The clock tower will be used as the train station as it makes a good entrance to the village of Freya.

It's been looking great so far!
I personally would rather build my own mansion, in whatever style you'd approve of. However that will be a while in coming, since I'm concentrating so much on Highmoor. I would like to reserve a spot, though, once you have them!
The west line, or whatever we'll call it, I'm sure it'd be fine for you to build your segment however you need. Railroads were often built like that, with little pieces assembled as they were able. Once Highmoor is Res'd, the first thing I'll be doing is cutting a hole for the line through the moor and establishing the station, but it will be coming directly from the north. It will be able to weave however it needs to in order to match up with your part line, though.

Well that's really where the question lies though - If I let people build their own stuff, would they be able to build it or be preoccupied with so much stuff that they just have a plot waiting for them...
Personally I'd rather have these plots filled up asap.
Maybe what I could do (as this just came to mind) is have pre-made mansions for sale and then have plots for the people who are rewarded with free plot. I guess I'm tied between 2 concepts and tried to integrate them both, but that seems to be failing.
So to reiterate, there will be 2 forms of plots available. Free ones will be given to those in top 10 McMMO. The size is yet to be determined but it will not be small to any extant. I will also have mansions up for sale (would probably cost a lot to purchase it as I plan on making these things pretty spectacular - if all goes well, even more so than my current home mansion).
As with what to expect in the coming weeks for Freya.
Fish House (with fishing boat), Guild, possibly first mansion.
As for the rail line, I will take over once it hits the Island of Freya. I can set up the tunnels how I want it, however, I may need help setting up the rails as I have zero experience in that department.

Maybe you could set a timeframe for development? If people are going to build their own, they need to build by X date? I only just wonder how many people would want to buy a premade mansion? I'm running into the same problem with Highmoor, and I'm thinking that the buildings I make will have to be market or civic buildings, and then the homes I make myself to fill in the gaps won't really be for sale, just there as decoration.
TSWG has been doing the rails so far, so he would be the best to ask about it. I also don't have much experience with it. I do know he said that the Server would help with Res'ing it, and possibly materials.

Another thing which kinda blocks that concept of mine is I was considering making, what I call, a "Public Funded Project". Essentially a non profit village owned by primarily by the server and I essentially will be the mayor.
That's kind of where my dilemma began in regards to housing...

Well honestly I think that's where the Regions and Districts should come into play. For your whole island, both Freya and Alexandra, you should be in charge of it. That not only means being "mayor" of any public village (naturally not the private ones that might build there), but also responsible for the eventual wiki page. So for public areas like Oka's "newbvilles," and any anything that you might do, or I might do around Highmoor, the Server might help with Res, and certain folks might help with the basic infrastructure, but then the "ruler" of that District would then have the final say, maybe?
I'll have to think on that, it might be a good way to merge a lot of the ideas we've all been having into some sort of "Public Works Commission." That may be a way to get it set up for you (and me, and others).
