Three double chests from the public farm in New Glacia have been taken, with the few stacks of carrots, potatos, and wheat that were in them. The chests would be where the hoppers are feeding. 

Thanks for looking into this for me. 

Would it be better if I claim the area and just give container trust to everyone, or is that possible? Would it let everyone use the push button to harvest, or is that another command?

Yes, claims may be used to protect the chests.  /ContainerTrust can allow access to the chests, and /AccessTrust will grant button usage.
